they just pry off. wrap a rag around your screwdriver so you don't scratch the rim.

You can also reach behind the plastic rims with your fingers on any of the spokes, just below the outer rim, and give it a good pull and they will pop right off.

There's some good footage of Priuschat members sitting next to a just-released 2010 Prius at the Detroit Auto Show, yanking the rims off to see what the new tires looked like.

    They might have been replaced.

I second this, grab the plastic with your fingers and pull, they will come right off.

Why does Toyota put cheap plastic trim on the wheels? Do they serve any purpose ie increase MPG? Anyone noticed any change in MPG without the crappy plastic wheel covers?

Smooth wheel covers can increase mileage. I assume Toyota went with the rings to have a compromise between looks and mileage. I have gone without the rings for a tank or two, I didn't notice a difference, but I'm sure there is a small one.

I haven't noticed any change in MPG either. Might depend on how much highway driving you do.

I've been debating painting them to match the car color and putting them back on.
