Hybrid HOV extension on California Governor’s desk

    Hybrid bill debated as it awaits action

    More hybrid electric vehicles will be allowed in the state's car pool lanes under a bill waiting for Gov. Arnold Schwarzenegger's signature.
    The bill by Assemblyman Ted Lieu, D-Torrance, would increase the number of carpool permits to 85,000 from 75,000 for the eco-friendly vehicles. It would allow hybrid drivers to use the lanes even when they are driving alone.

    The governor's office declined to comment on the bill, but Lieu expects an endorsement because Schwarzenegger asked him to carry it, said Lieu spokesman David Ford.

    The legislation also would allow hybrid drivers to use the lanes until 2011. Current law forces hybrids back into regular traffic lanes in 2008.

    If he doesn't sign it by Sept 30 it will automatically become law without his signature.

    The Bill was enrolled on the 14th (1st step to being sent to the Gov.), then enrolled and sent to the Gov. on the 19th, He should sign it very soon or he can do nothing and it becomes law on the 30th.

    That's excellent news!
    I had thought if he didn't sign it, it wouldn't become law, some kind of "pocket-veto" or something. I hope he doesn't veto it in other ways.

    So....no news is good news.....I read that his veto percentage was 25% earlier on - haven't read an updated percentage -

    I emailed support and asked some other people to do so..
    .
    Hopefully he signs it or at least doesn't veto it ...... I'm saving about 45 min/day now - hate to give it back in 2008.....RickJ

    I called Ted Lieu's office today (he was the sponsor of this bill) and it is still on the Governor's desk (actual version made it there at 1:45 on 9/19). They think he will sign it, but you never know.

    My thought as to why there are now 76,xxx carpool stickers being issued, is maybe some were set aside for cars that were rejected and did not resubmit- or maybe cars moved out of state, were totaled, etc. so the number was thrown back in the "pool" -therefore holes in the numbering sequence??? Just a guess...

    Here's what I found on his 2006 veto percentage

    "So far this year, Schwarzenegger has taken action on 338 bills, signing 327 and vetoing 11. That's only a 3.25 percent veto ratio. ..."

    Another reason is replacement stickers. I had to get mine replaced after someone hit my Prius and the rear bumper had to be replaced. The replacements had a much number than my originals.

    Here is the pertinent language in the bill:
    "This bill would extend these provisions until January 1, 2011, or until the Director of Transportation determines that federal law does not authorize the state to allow these low-emission and hybrid vehicles to so operate in HOV lanes, whichever occurs first."
