We now have hybrids like the Ford Escale, or Honda Accord, that get poorer gas mileage and emit more pollutants than some of the more efficient non-hybrid cars. With cars like these I don't see any point to letting hybrids use the car-pool lane. If they come out with a hybrid Hummer that gets 15 MPG instead of 10 MPG (a 50% improvement!), would we want to allow them to use the hybrid lane?

I expect hybrid sales will increase to the point that they will choke the HOV lanes. Then they won't be allowed to use them anymore. They will still enjoy a great advantage of not using any energy at all when at a standstill or creeping along when others are burning their $3/gallon gas.
