    I didn't limit the field to 'either ... or', but am also open to 'and'. Civil aviation did not achieve its modern safety record with an 'either-or' model.

    agreed and to Fl Prius Driver's comments; this is no different that the tragedy recently where 1000 workers died in a building that was overloaded or a night club fire where the fire code capacity was exceeded AND the exits were locked.

    a perfect example of engineers trying to "idiot proof" the cars to make them safe despite the level of Human interaction and it a monumental task that has cost a lot of money and they have done a pretty good job but design cant fix everything.

    "The people deciding and enforcing the building requirements & standards before anything is designed" are the people ultimately responsible for the design and building of the bridge, not the engineering grunts.

    This bridge was built in 1955 (before any Interstates) as part of US99, it did not become part of I5 until 1969.

    Now the State Patrol is seeking the driver of the other, passing truck. It appears the truck loads may have struck each other too.

    No, the state is only wanting to ask questions.

    This is probably like those many 'persons of interest' who may have witnessed crimes. They are never 'suspects' until after they show up to answer those questions of interest.
