I think to maintain high numbers like that, it takes, as much as skill, a specific type of driving, ie: longish trips with fully warmed engine, not too fast, pretty flat, few interruptions (traffic lights, etc).

For someone with a lot of short runs high numbers are not achievable. You do the best you can, and maybe come out ahead, at least in total gas consumed.
