How tight should the inverter pump be torqued to the mounting plate? It has some dampening washers on it-- should it be somewhat loose?

Those rubber 'washers' should each have a metal standoff tube in the center. That 'stand-off' metal tube prevents the mounting bolt from actually being torqued onto the pump housing. Tighten the bolts until they're against the stand-off tube. The pump will feel loose, but it is properly mounted to minimize vibration transmission.

Ok thanks! I changed the pump and left the originol base on and only had to take off the front engine cowling. No need to remove headlight or losen inverter. Helps to have a long needle nose pliers for the clips and a knuckle socket for the bolt under the inverter brace.
