I'm pretty sure the noise problem was solved in the 1950s with the prototype turbine cars of the time.

The 50's automotive turbine engines ran at a pretty low RPM in comparison and had a exhaust heat reclaiming system, complex (exhaust to intake) heat exchanger, that helped quiet the engine. None the less for those of us around at the time and able to be near one running the nosie level would not have been acceptable anywhere but on the hwy.
