Power lock buttons work on the car itself.

They do not work on the key fob.

I had a locksmith program a brand new fob to car and still at square one. It's a professional store and I haven't paid them yet --- they are looking into why locks on the fob don't work.

I've done my research on PriusChat and there are many posts about this exact issue. Unfortunately all the threads I've read just randomly stop! Nobody updates the solution.

    So thought I'd ask fresh.

Also the SKS proximity function doesn't work. Car will only start with key in slot.

FYI it is not the key fob, it is not the key fob battery, it is not the "key button" not pushed in/out, and it is not the 12V battery. And it is not the power lock button itself on the car.

Something is going on....Many threads on it but they all end abruptly with no "I fixed it and this is what it was..."

Figured if someone experienced this before I can relay message to locksmith but right now looking like I'll owe them $250 and it is going to be a completely separate issue.

    What year is your Prius?
Did you try to program a brand new key? (Or virginized. Or previously used?) I see you said brand new, but want to be sure.
Where was they key purchased from?
Does the new key have a silver logo?

I have more questions, but let's start there for now.

So you only have one key fob for the new-to-you car.

This fob has never worked to remotely lock/unlock the doors. Correct?

Bought car with a functioning key that starts car with key in slot. It does nothing when pressing lock/unlock.

Now have a fresh new 2nd replacement key. Does same thing as 1st key

I'm thinking I need this. Funny, way cheaper than getting new key cut

@ericbecky can you confirm this would work and solve everything? Locks, proximity entry, proximity start, etc....? Thanks!

eBay seller has 44 sets in stock and ad says:

For sale is a good used smart key system set that will fit 2004-2009 Prius- we have black and silver logo systems, please specify which one you need.
Please speacify if you have the smart key system (Silver logo)
*** NO PROGRAMMING WILL BE NEEDED FOR KEY when all computers replaced for the key sytem***
Theoretically only HV control module, engine ecu, smart key module, key, and immobilizer will have to be replaced- all the extra modules are thrown in for free and not necessary!
Removed from working Prius- 90 day warranty provided

I would think the locksmith would know how to program the keys via a reseed procedure.
    Takes about 30 minutes.

And to reiterate some of what you confirmed above:
Key button needs to be pressed out. (Not pressed in.)
Tested good batteries in each fob.
    12v in good health

If the first fob had already been correctly programmed to the car so you could use SKS and unlock functions when you got it, then you could have programmed the New key fob yourself with the chicken dance.

The big issue here sounds like the first fob was never programmed to use the SKS function.
If the locksmith did not know that at the time of trying to program the second fob, that could cause problems.

Yes whether key button pressed in or out it will never start the car via proximity. That issue is not important to me.

Being able to lock/unlock the car is the only thing I care about.

Key proximity and lock/unlock are part of the same programming process.

First go through process of programming so that fob can start the car.

You can stop there, and some folks do.

Second you go through the process of being able to use the key remotely.

While waiting to get the key programming correct do you have a physical key to lock the doors. Using the one that slides out from the fob. For now you could get a duplicate made of it using a normal key key head and pit that on your keyring.

We don't know for sure what process the locksmith is using so that is kind of the wild card. Has this locksmith programmed Prius keys in this situation before?

Your situation is kind not necessarily typical.
So explaining the aitisitua to him ahead of time would have been important.

You never had a full functioning key when he was going to try to program a new one. Hopefully he realized that.

Usually people have at least one full functioning key.
So it is easier for the locksmith to copy from there if he uses a brand new key.

What did you end up doing? I'm in the same situation.
