Missing hose?

Hello all, I was under my girlfriends 2004 prius today and found a hose that was dripping some clear fluid. This was just after adding some hybrid safe freon that is also clear and trying to run the a/c for a while. The one dripping is coming straight from the body. The other has a hose attached to the part in the images. I was wondering if this is possibly linked or if it is a separate issue or..not one at all? The part unknown to me has the numbers 04 1 2 4 branded on it as seen in the last image. I'm new to the world of hybrids and I drive a non eco friendly Subaru..so yeah. Any help is appreciated.
