    No equipment needed. We have a very good idea of the amount of base KWH on our bill prior to ownership. Go to your utility website and look at your history. Just like other items on our tax returns, we can choose to tell the truth or cheat. We have eight years of experience and numbers don't lie.(PIP and Prime)

    Except in the realm of cars, or personal vehicles, heavier ones don't tear up roads more than lighter ones. Maybe they wear the road surface a little more, but larger wheels may do the same, or more rain.

    Then the road surface is not the road, and those are designed for big commercial trucks.

    For roads designed with thousands of 18-wheelers traversing over them in their lifetime, the weight difference between a Prius and Model X isn't what is causing the ruts and cracks. That difference is actually ignored for road design, because any actual difference in damage caused can be lost in the damage caused by weather and climate.

    Or when it comes to a per mile tax proposal, the difference would be in the mils.
    Looking at fuel taxes and vehicle weight, the rule of thumb you state gets tossed once plug ins and hybrids are involved. The Corolla is lighter than the Prius, but its MPG rating is around 15 worse. If heavier cars truly are causing more damage, states are justified in these non-plug in hybrid fees.

    The gas guzzler tax is still in effect.

    The manufacturers actually do the testing with the EPA just signing off on the results in most cases. They are then free to post whatever they want on the window sticker, as long as it isn't higher than what was submitted to the EPA.
