It’s been many years since I’ve bought a car. I’d really like to drive a Prius. However the dealer won’t budge on price. The price is fair market value according to Car Guru’s. Is it normal to just go by that price and not even negotiate these days?

Unless you're fortunate to be in a place where nobody is buying cars, most dealers are charging full price. Many are adding market adjustments to the MSRP of a new car.

The problem is they don't have many cars to sell, so what they have, they don't want to sell at too low of a price

it is currently normal. if you can outlast the shortages, you'd be better off, unless you have something to sell/trade, which evens out the deal somewhat
