Sure but its not. California by many measures has the highest poverty rate when considering cost of living and state help in the country.

Again why is outlawing phevs and hybrids in 22 years positive for unhealthy air or even ghg? It is simply regulation for government power assuming probably fuel cells get wide adoption by then. Its not going to happen well.

I guess california could allow a bunch of cars from out of state, or because there is more than one ice vehicle per registered driver, people could horde them in 2039, then resell them used.

Well even if you outlaw sales of new ice vehicles in california, california would still be importing foreign oil to support their aging fleet of rs. Bubbling crude out of state, well you can sell that too. Maybe people will move to atlanta instead of Beverley hills ;-)
