Can’t get the electric engine to turn on without hitting “power” twice (and the power button at that point is backlit in red) ...

start with the 12v. test it after it has been off a few hours. with everything off, check it at the jump point under the hood.
then turn the headlights on and see how far down it goes.

check your battery connections, especially negative to ground.

if everything looks good, you'll need a prius code reader.

were there any symptoms before you replaced the battery?

Any time 12v power is lost to the car (like removing the battery and replacing it), the power button will need to be pressed twice before the car will start. It sounds like you have intermittent losses of the 12v power. Like mentioned previously, I'd take a second look at the terminal connections.
