Please, we're talking about politicians here. Logic does not apply.

There is a national issue here.

Congress is encouraging high MPG cars. But when drivers buy high MPG cars, the states are punished by a cut in highway funding dollars, because the high MPG cars are not providing tax income to the states. Including the Fed government gives less highway funding to the high MPG states, based on reduced state + Fed gaso taxes.

Congress needs to stop reducing highway pork handouts to the "good MPG" states. Those states which improve fuel efficiency should get more pork, not vice versa.

One would think with this budget sequestration in place less taxes are needed. Sounds like this is a State issue and not a federal issue. NJ is one of the highest taxed states in the nation. How much $ can this tax raise? Perhaps old habits are hard to break

Yep, tax it and worry about the consequences later.

Perhaps they are following the neighbors Maryland and Virginia.

For EV's maybe it makes sense to have a fee to compensate for state gaso tax. But in NJ and VA, state gaso tax is small dollar$ (low state gaso tax). VA is over-taxing green cars (NJ is proposing). It seems to me we need Federal guidance if the states are allowed to "over-tax" green cars (above and beyond lost state gaso taxes) for the purpose of recovering perceived loss of Federal highway funding dollars.

As it is, when we use the highways here, we're taxed. It's called tolls.

Now you've made the problem worse. Any NJ politician seeing your post will realize charging higher tolls for EVs and Hybrids must also be implemented for fairness.

Seeing how you already have to pay to drive out of NJ, this tax makes sense.

A EV or a Hybrid is better for conservation and clean or cleaner c02 out of the tailpipe. Consumers are paying more for those cars than polluting cars ICE. It seems to me that if you put obstacles in front of this important migration to cleaner cars with excessive taxes you kill the good before it matures.

Politicians need to see the big picture and reward good habits.

If I recall No NJ near NYC is a pollution hot spot. One would think creating incentives to invest in clean technology i.e. buy a EV car and not nuisance taxes s the intelligent thing to do

...ElDobro is saying you have to pay like $5000? for a typical house if you sell it and move out of state. This exit tax is in addition to the toll at Exit-1 of the NJ Turnpike! Northern Virginia also initiated a house sale exit tax as part of the recent Transportation Funding Bill (in addition to the $64/yr hybrid fee). However, NJ takes the cake on their exit tax being worse.

Goes to show the schizophrenia of government. With one hand they reward you for going green and electric, then with the other want to tax you back again.

...I see that this NJ exit tax is more like withholding tax. In other words anyone selling a house in NJ owes the state taxes on any capital gains on the house sale. Hmm, but I do not remember paying that tax on our final NJ return after we moved from NJ:whistle:

There are two types of road expenses:
    • capital - laying new roads to housing developments, paving gravel roads, adding extra lanes.
    • maintenance - resurfacing and repairs.
I am OK if these funds are taxed by separate sources:

    CAPITAL

Annual license or personal property taxes would be a good source. These expenses are funded by bonds, to meet the building contract, and I have no problem with a per vehicle tax as all vehicles have an expectation of 'fair use.'

    MAINTENANCE

This should be based upon usage, miles, and to some extent, gasoline taxes provide revenue in proportion to use. Less efficient cars paying more but they often are the heavier ones that tend to provide more wear.

Where it gets fuzzy is when highway funds come from a single source, gasoline tax. As for electric vehicles, unless they are required to fill at an outlet that includes the 'gas tax', I'm afraid we're going to see the States experiment.
