    Exactly.

Menards is selling a DIY system ("solarpod") for about $3.2/watt. After tax subsidies of 30-40% the cost is around $2/watt. So even without production credits the utilities are pretty limited in cost increases they can push on consumers before the customer leaves.

23.1¢ per KWH just for supply? That's crazy!
I just looked at a few of my recent electric bills, the "delivery" costs were actually higher than the "power supply" costs!
My 04/2012 electric bill was $297.77
Includes usage from 2/1/12-4/3/12 62 days.
    $141.67 Delivery & System charges
    $124.24 Power Supply charges
    $31.86 Other charges
    ______
    $297.77 for 1505 KWH

    So I take 297.77/1505 = 19.78 cents/KWH

Our rates have gone up since last year- we're around 21-22 cents/KWH total now.

Put up PV. Screw the electric company.

I know! That's why I always ask if their rate includes the delivery costs.

The utility bill in our area has it broken down. Looking only at the supply cost, it appears to be low.

Problem is- some of us have roofs that don't face south so you're very limited in options at that point. Micro inverters solve some problems, but all of them.
I'd love to go solar- but my main roof faces east/west and the west half is shaded by 80ft trees in the neighbors yard after 3pm every day. Whenever we get a good storm or hurricane I'm always hoping their gigantic trees will come down and let the sun shine on my roof, but no luck so far...

According to local PVed friends who recently moved to Arizona and PVed their new house there too, the local utility still screws PV customer. Laws are far less friendly to net-metering customers, and the utility is imposing a minimum charge on home PV systems. I think it is similar to what my entire home energy bill was before PV.

IIRC , about $5/month extra in AZ.

The tighter the utilities turn the screw, the quicker consumers will go completely off-grid.

Have you been to NY/LI area?
Not like they're giving away open land here (if you could find some open land!).
Now upstate NY is a different matter- plenty of open land there...

Here is the second local 'community solar' project in my area:
    Community Solar - Seattle Aquarium

The first was a solar picnic shelter at an area park, pictured down in this article:
    Community Solar

We have a very long way to go to match what I saw in Italy last summer. In addition to plenty of PV on homes, barns, industrial buildings, and fields, I also saw PV covering a highway sound barrier wall, filling the inaccessible land inside a cloverleaf, and shading parking places at several rest stops.

I heard talk of $50 and $100/month. I knew the $100 proposal failed, but wasn't sure if the $50/month charge stuck or not.

PS. Here is an article with more detail than I had previously heard:

That's the beauty of PiP since it is efficient with both fuels. You still have a 50 MPG Prius.

My last electric bill was $79 (three bedroom suburban home), so when the PV salesman calls at the door or phone, I have to tell them that it just isn't worthwhile for me to get PV. My bill actually went down when I got the PiP and went to TOU metering. I went around with the Kill-a-watt and got rid of a lot of "vampire" usage. 1 watt 24/7 is 0.72 Kwh/month. Also moved electicity-intense activities such as dish washing and laundry to off-peak. But my utility, PG&E, has decided that the rate plan I am using needs to be changed, so I will be forced to a much more costly (for me, anyway) plan later this year. They put a tool on their web site to compute what my bill would be under the new plan in case I wanted to changed earlier, and it was a no-brainer. They are changing the EV plan from a tiered TOU plan (the more you use, the more you pay per Kwh) to a non-tiered TOU. Maybe it would be different if I had a pure EV, but with PiP usage, I am @#$%.

Oops PSE&G now? I have to change the incentives info for NY.
Does PSE&G continue the $500 plug-in credit per LIPO, anyone know?
We had PSE&G 25 years while in NJ.

My garage roof faces south but not much kWh generation area. I'm thinking of putting up a solar pergola out in the back of the yard.

As mentioned by ny_rob, fuel costs (increases or decreases) are passed directly to the consumer. The utility makes no profit off of them. Fuel costs, particularly natural gas, have jumped big time within the past month or so.

Con Edison recently agreed to hold rates steady for the next two years, subject to Public Service Commission approval.
Con Ed’s gas, electricity rates will stay flat until 2016, Cuomo says - NY Daily News

Just to set the names right concerning our electrical supplier:
    Long Island had LIPA
As of Jan 1st we now have PSEG
NJ has PSE&G (not the same as PSEG on LI)
