OBD apps not able to read ECU

I have a 2004 New Zealand new (not an imported Japanese domestic market) Prius, with a 16-pin OBD connector, but it appears that the connection is not OBD2 compliant. This apparently didn't become suitable till 2006.
Although the two adapters that I have, can connect via Bluetooth to the apps that I have, they cannot read the ECU.
I understand that there are some vehicle profile changes that can be made in the apps that will permit the adapters to connect with the ECU. Does anyone know how to do this?
