is the 12v healthy?

 

You should be getting whatever voltage your car has available in it without an external 12 volt source should power your fuel pump to similar pressure If not you need to find out why You're saying by putting a solid stable 12 volts to your battery like from a jump pack or a battery charger everything works fine I'm assuming the car will start while it's on the jumper so there you go. So when you disconnect the jump box even with the car jumped and running and idling and charging the battery like when it first starts if you put the jump box off of the battery put your tester on the battery not to test load just voltage You're looking for 13.4 14.4 somewhere right in there running and then when you shut the car off it should stay near 12 volts for 7 hours not 11.3 11.1 no sir should be 11.9 to 12 volts If not find out why maybe take the battery to a store with a $4,000 tester like advance Auto or O'Reilly's and see what kind of bill a health you get I bet it may not be so good. That's what you do first before you start miles of troubleshooting and replacing expensive parts which include the 12 volt battery which nowadays are getting close to $270.

are you getting any voltage at the fuel pump input wire connector?

Hook up tec or maybe garage pro. Cycle fuel pump a few times priming system. Slap fuel tank very hard like a bongo drum a few times nothing will break. As fuel pumps she like all electric motors they're current draw rises. Until eventual failure I imagine.

Maybe the integration relay is the problem it's getting power but not sending any to the fuel pump but I don't know if it needs to get a signal from a computer which in this car probably is a thing

 

Sure the relay gets a signal from a computer. That's what makes it click. It clicked, so it got the signal.

So this is a job for a multimeter, the wiring diagrams, and checks along the path from the supply side of the relay contacts and along the wiring back to the fuel pump connector.
