I am getting a p1116 on 2008 prius no blockage in coolant system have replaced storage tank sensor and coolant control flow valve still setting p1116. any ideas?

What is the odometer reading?
When was the last time that the engine coolant was drained and replaced?
Do you hear the coolant heat recovery system pump running upon startup and shutdown?
If you drained the engine coolant, what was your process to get air out of the engine coolant system?
