Voltage readings are just going all over the place. I replaced the battery and cleaned off corrosion on the wire harness sensors (Gen 2 harness which is fairly old and wouldn’t be opposed to replacing), polished the bus bars and tightened the nuts. The blocks have similar voltages, but a few oscillate from green to red. Car won’t start. Have three relay clicks, then I’ll get the red triangle and the p3000/p3004’s. Any advice? Is a wire harness/ecu replacement something to consider?

Negative block voltage readings pretty much has to be problems with the voltage sense harness and usually the connection at the ecu. Corrosion damage to the pins is not uncommon.
Did you torque the module nuts to 48 inch pounds?
