Part Identification Help: Fabric Above Steering Column

I just bought a used 2016 Prius Two. It’s got burn holes in the fabric piece above the steering column. While that doesn’t bother me much, it matters a lot to my wife.

I’ve searched for hours and I can’t seem to find the part or even what Toyota calls it. I don’t see it in the parts diagrams at all. Its attached between the upper steering column cover and lower instrument panel cover. I’ve tried looking at pictures of those parts to see if the fabric is actually part of one of them but I haven’t seen anything to show that yet.

Can someone point me in the right direction?
