Yes, my understanding is that Fi can use wifi calling but does not default to wifi first like Republic. I, by the way, use Republic. It is a little cheaper than Fi for low data users like me and has a wider choice of phones but doesn't have cell calling abroad (does have wifi calling abroad) and the phone won't switch between carriers.

It is great that there are several good low cost options these days.

Thought I'd pop in with an update. I haven't seen this problem in quite a while now. I've updated my Pixel XL to Oreo 8.0 (which is wonderful, by the way) but I think the problem cleared up even before the phone update. There may have been some intermediate Android updates that had gone on in the interim, however. But everything is working properly.

Reading other comments here, I'm curious as to whether Prime owners are disproportionately like to also use Google Fi? (Or vice versa) It would make sense - early adopters don't usually limit it to just one or two products. Just a random musing, though.

Project Fi uses WiFi first for data if it's available. For phone/text, it will use cellular if you have a connection, but will switch to WiFi if you either have no cellular access at all, or if there's a large difference in signal quality. In my home, depending on where I am, weather conditions, alignment of planets, etc., my Pixel XL will sometimes use my WiFi for phone calls but usually cellular, even though I'm clearly getting a stronger WiFi signal when I'm standing next to my router.
