    No. This man held the formal title of Emperor of Mexico and ruled the country as emperor. Mayans, Aztecs, Toltecs, etc., ruled their own civilizations at a time before the present-day country of Mexico existed as a country. This man was of European ancestry and ruled the present-day country of Mexico. I am refering to the political entity we call Mexico. I am not refering to the geographical region at a time before Mexico was a country.
