I have done the recalibration process 10 times does nothing.

If I kill the battery and reconnect it it will go to full but next fillup it will read 3/4s at full.

What is problem or what could be the problem and solution?

    Likely the gas tank bladder.

I'm seeing entire fuel tank assembly used for $40-$100. Maybe just change whole tank?

The replacement will most likely be the bladder style, might be no better. There is a version used in Europe, without bladder, fwiw.

There are some strategies I think for getting it fuller. You need to be careful though, that it doesn't burp gas back out?

I have found that the recalibration procedure works best if the car is on an absolutely level piece of ground, and the driver is the only person in the vehicle. (Also take out any heavy cargo.)

I have had to do that a couple of times. The first time I had a lot of trouble until I realized they really do mean LEVEL ground, and nothing heavy in the vehicle except me. I last did the recalibration about six months ago. The first time was something like 8 to 10 years ago.
