    7E8, 7EA & 7EB - responses from ECU 7E0, 7E2 & 7E3 respectively
    03 - 3 bytes data
7F - Negative Response Service Identifier
    03 - Request Service Identifier
    12 - subFunctionNotSupported-InvalidFormat

This response code indicates that the requested action will not be taken because the server (ECU) does not support the arguments of the request message or the format of the argument bytes do not match the prescribed format for the specified service.

Mode $03 is to request for emission-related DTC but if you add $CB to it, it becomes an invalid format that the ECU does not support. If you just send 03 without any argument, you 'll get a positive response even if there are no DTC.

03CB in Attila's excel sheet is a passive msg. as pointed out by Bob64. They are always on the CAN bus and you can read them even if you 're not sending any command. I believe Scangauge also doesn't send out 03C3, it just uses RXF to filter out the 03CB msg.

AFAIK, Torque does not have AT MA (Monitor All) mode. You need to write your own program to tell ELM327 what msg. to filter and how to display them, e.g. PriiDash.
