Seems like hypermilers are causing the annoyance, but the Prius takes the blame.

Back in summer 2008, hypermiling articles were routinely posting the myths that they were tailgating 18-wheeler, and rolling thru every red light possible - it was a smear campaign that even the AAA joined.

Many hypermiling articles are like the bad Prius reviews, citiing info as dubious as Dust to Dust and Sudbury, but leadfooted writers with a bias against both the Prius and moderate driving.
