Question about CAFE Standards and Car Sales

    I haven't researched CAFE standards, CARB regulations, etc ... much and don't plan to.

    CAFE standards dictate that mfr. fleet have a certain average MPG rating, right? But, there is no obligation for the mfr. to sell a certain number high MPG cars, correct?
