    Paper and ink or memory on a harddrive cost money. Can't publish service schedules for all fifty states.
    I'd actually think Florida and Hawaii would need changing brake fluid more often.

    My other thought was that it was a bone Toyota conceded to Canadian dealers for drumming up business, like your shorter oil change intervals.

    Of course. I just don’t see US maintenance manual mentioned brake fluid at all and OP is in California. His dealer just sucks.
