Reprogramming key/fob not working (procedure A)

    I'm attempting to program a new key/fob I bought on eBay; black, not silver, logo.

    I'm using the "Procedure A" steps found here on PriusChat:
    1. 4X - Insert & remove old FOB
    2. Insert old FOB and leave it
    3. 6X - Open and close driver’s door
    4. Remove old FOB from slot. Red anti-theft light remains on.
    5. Insert new FOB and leave it. Red anti-theft light flashes. When it stops flashing and goes dark, your new fob is all set.
    6. Remove the new FOB and you're done with the START/STOP portion of programming
    For me, step 4 is failing. The light does not stay on.

    It also does not flash five times, which I understand would mean that all the slots are filled.

    The original key works perfectly in all ways. The car does go to READY when expected and starts normally, too. (I mention this because I think a bad 12V battery can cause some problems, too.)

    I've tried the dance fast and slow and multiple times... no joy.

    Any ideas?
