So I take off and drive for a time without having to come to a stop. When I do finally get to a stop light, the ICE is already off. Do I need to force start the ICE so it can shut down by itself to enter S4?

Yes to be positive you're in S4, you need to force start. If you have not come to a stop (technically its 7mph or less but, its hard to go 7 or less), you will not have transitioned to S4. If you roll up to a stoplight w/ the ICE off, you will not transition to S4 no matter how long you stay stopped. In order to ensure the transfer to S4, you need to force start if the ICE is off when you stop.

I know all of this sounds crazy and it did to me as well but, I have found it to be true. Knowledge is power and this knowledge (along with the implementation of it) will enable you to increase your fuel economy.
