I noticed @bisco using this one this morning, and maybe in the past too, and maybe that's how I picked it up, it certainly does look like the little fellow's scratching his head, thinking hard:

    (n)

And I'm pretty sure that was the context @bisco meant: trying to understand but puzzled.

But recently I've noticed, if you hover mouse over it, it's indicated to be "Thumbs Down". So maybe mixed-message there?

I think the site could use a scratching head emoticon. Quick-fix might be to simply edit the description that appears when you hover mouse, not sure. Or a new, dedicated "scratching head" emoticon?

    Danny, if you're reading along?

How observant you are! It certainly looks "scratching head" to me. Not sure if precise "emoji" is needed for every situation, but it can possibly cause some "emotional" response if intention was mistaken. This one supposed to be the one for "confused". Does it look "confused" to all of you?

I'd noticed the same thing a while back, but as usual I worm my way around the need of an appropriate emoji-thingy-wotsit by using words! (Ah, ze Eengleesh Language, she eees so beautiful, and useful, and versatile!)

    ...I think I've used a simple "duh?" in the past! o_O (<----actually, isn't this one a "duh"or equivalent?) (I'm using a tablet, and can't "hover" (damn!))

Neither do I, hence the first part of my reply (see #5 above) …I've moved on to my PC (with real keyboard, and no fancy-touchy-feelly-screen-thingy to confuserate me! o_O) ;)

…and let it be known that I consider the o_O to be a great emoticon for "duh?", or at least to this rather inferior brain-unit!

Yeah, I can read what the mouse-over explanations say, but none of the above seem to match the "thumbs down" emoticon, which in fact looks very much like scratching head. My take:

 seems kind of put downish
    o_O same story

Both the above seem to me to infer not just that the reader is confused, but that it's the writer's fault.

 looks to me more like insecure/aprehensive, than unsure.

    (n) regardless of it's official (more put downish) description, looks like gentle confusion, but desire to understand and help. I'm pretty sure that's how @bisco saw it, employs it.

Same here. I thought the same till I hovered the pointer over it. We do need a head scratching emoticon. Even Apple doesn't have one yet, but they do have a really cool exploding head. I wonder if it will display on other computers.

Edit to add: I guess not. It was in my post, but when I finished, it went away and isn't there now.
    Looks like this:
