    Reminds me of Pittsburgh Pa when I was growing up. The people attitude about air pollution then was, "everyone is working".

    And go to Pittsburg now and see the abandoned mills and the mill towns all run down.. Clean air yes. And rebounding.

    As to the gigafactory, building the factory is one thing. Building the production line right and training the staff and running it slow to get build quality right are the hard slow parts.

    They sent a bunch of us from Disney over to help build the Shanghai Disney, & if it weren't for the filthy air, I'd say it's running pretty well over all. Cali workers - passing on the know how. A few jillion ev's - charging on pv over there .... couldn't hurt. Might be a nice step towards constant blue skies.

    Building the factory is the FIRST thing and the rest will follow through experience at Gigafactory 1.
