Should I correct my 110v situation in the garage or just add a 220v line for a Level 2 Charger?

    Wires pulled in the '50's were often the least gauge required. If you have a long run from breaker to what ever appliance you use (tho I don't see you posting that crucial info) - you may have "voltage drop" ... which can lead to over heating ... and you can only imagine what happens from there. I'd suggest you factor that into what ever decision you make.

    I would think that there is an electric motor that uses a non-trivial amount of current as well. IIRC mine is about 1/2 HP which is ~375 watts. This is ~3.1 amps...more when starting. The PIP uses 12 amps. A good idea to not run them at the same time.
