Smart Start SKS doesn't work, but Smart Entry works. What to do?

    Smart Start SKS doesn't work, but Smart Entry works. What to do?
    2007 Prius, Salvage title after collision accident. SKS with silver logo two key fobs, behave exactly the same.
    -> Keyless opening & closing doors & panic alarm work fine on both fobs by pushing buttons.
    -> Smart Entry works on both doors & back gate (touching the handles with fob in the pocket opens doors).
    -> Locking the doors works with push on the black buttons on the doors & back gate. Althou sometimes emits long beep, but pushing it second time locks doors.
    -> Smart Start doesn't work with fob in the pocket, no reaction... Must insert it in the key slot to start the car.

    Checks done:
    1) All batteries testing good! Traction battery is fine, no indication of trouble.
    Axillary 12 v battery changed 2 years ago, testing fine.
    Fobs batteries changed last week, testing fine, red LED light blinks, all other functions work.
    2) SKS Cancel Key button under steering wheel is UNpushed, in sticking "OUT" position, so SKS is NOT canceled, and Smart Entry works fine!

    Assuming it's not the fuses, as it would probably cancel the whole SKS. Probably some ECU or relay?..
    Please advise on what to do!!!

    There is an sks receiver in the center console that detects the key to start the car, you probably need to check if that's there, maybe missing or broken.

    Remove the cup holders for the rear passengers in the center console, it's behind there. Cup holders are held together by clips, you can pull them off
