Can anyone give me any pointers to replace the stop lit switch aka brake light switch ?

I can't even figure out a way to get a wrench in there to loosen the bolt.

    Thanks in advance!

According to the service manual, it looks like one is expected to remove the brake pedal assembly in order to get at the switch. That involves removing the instrument panel subassembly, then removing the spring and clevis that connects to the master cylinder, pulling the connectors, then removing the four bolts that hold the brake assembly.

It might be that removing the instrument panel will allow enough access to get at it. There are dash board disassembly photos on PC, and youtube also I would guess. I've not been in there. Yet.

I haven't needed to do this. Referring to the Toyota repair manual, it suggests you remove the lower instrument finish panel (first pull out the ventilation duct on the far left by grabbing it at top and bottom and exerting a horizontal pull.) Remove the wiring harness connector on the stop lamp switch. Then use a wrench on the stop lamp switch lock nut to loosen it. Rotate the switch to remove it from the bracket.

When reinstalling the switch, the clearance is 0.5 - 2.4 mm. Tightening torque on the lock nut is 19 ft.-lb.

Take a look at this. It is for a gen 1 but it should help. Refer to the para. "Replacing the Stop Light Switch".

Why do you need to do this? Perhaps just get it by a dealer and file a claim later? See Toyota Economic Loss Settlement Website.

    From there:

    What is that telling me?

Did Toyota extend this under a recall of sorts?

Or is this a class action that I pay for my own repair and hope I get something back? I see their top payout is $125. I think the dealership will charge much more to repair it.

I'd put it that way. In the past, when Toyota has had recalls, class action settlements or limited service campaigns for items, they've had procedures to file for reimbursement.
