TAIL LIGHTS OUT, FUSE KEEPS BLOWING

I have a 2014 and the tail lights went out. I put in two 10a replacement fuses and they blew whenever I turned the headlights on to check. I hear this is called a dead short. I'm hearing to check the license plate bulbs as well as the wires leading to the bulbs. I noticed my fog lights stopped working also. However, my low beams, high beams, brake lights, and reverse lights all work. Any help would be appreciated. Also any good Prius mechanics in the San Gabriel Valley area? Zip code 91755
