He's talking about replacing the MFD ECU that has the language settings, not the dash

We have just upgraded our Prius I to a 2008 Prius II recently imported from Japan as was the Prius I - nearly all Prii in New Zealand are pre-loved in Japan. We had the Japanese screen in the Prius I and have in the Prius II. It will give you plenty of warning before the engine blows!! Most of the warnings are fairly obvious icons. English manuals that I have found are for slightly different models but you can usually work out how they relate to the Japanese models. In the Prius II our main problem so far is that she keeps giving us voice warnings in Japanese. She speaks when we turn her on, she speaks if we do not fasten our seat belts. She speaks when there is anything near the sensors on all four corners. We would REALLY like to stop her talking to us!
