    you forgot "not enough water in the desert (which central valley is) to grow the crops"
    Yet the golf courses and Farms continue to get drenched. Funny how in the desert there's always enough (resources) electricity to run new housing tracks' central air conditioning, pool pumps, man made waterfalls etc .... as building continues & continues - but not enough juice for plug-in cars.
