The 2-mode system is quite lenient. The average speed is 48 km/h (IIRC, top speed is near 75-80 km/h). (I think the 5-mode brings the average speed up to 60 ish km/h with the top speed near 110km/h).

Recall that the 2nd Gen Prius was rated at 60/50/55 mpg city/hwy/combined. Yes, it's rated more than the 2016 Prius Two Eco. That's how lenient the old method was. You can imagine that the 2016 Prius Two Eco under the old testing would be in the high 70s/low 80s for city mileage.

One interesting note, by the way, hiding in the 2017 EPA fuel economy data file, on the Prime:

"(Blended PHEV; all values are average of Eco, Normal & Power modes; voluntarily lowered charge sustaining hwy mpg & increased charge sustaining hwy CO2)"

That's right, they reduced the highway MPG figure from what they got from the results. (There are two other vehicles where that was done - the Fusion Energi increased charge depleting energy consumption voluntarily, and the XC90 T8 increased charge depleting energy consumption voluntarily by adding gasoline used during the CD test cycle (which I think means they got through multiple test cycles, but didn't use any gasoline during the first?).)

    Right?

    No.

If the Japanese can put an 89.4 MPG label on something that the U.S. rated as 50 MPG, then the additional conversion between US and Imperial gallons (1.2X) can push that factor to more than a doubling. 107 MPG for this particular example. See this old thread:

Japanese ratings call Prius world's most efficient car, 89.4 mpg (US)! - Autoblog

Yes, the various MPG rating systems do have that much slop and discrepancy among them, especially with these cars that display greatly increased efficiency at reduced speeds.
Usage pattern assumptions do factor in, along with 'Your Mileage May Vary'.

Total range is not a part of any of these national fuel economy scoring systems.
