I would bet dollars to donuts that it's not by design. A measurement that small can be affected by so many diverse things. Are all four tires exactly inflated to the ultimate pound? Does the outside temp affect the expanding/contracting of the body ever so slightly to throw it off? Are you sure that the ground the car is on is completely level throughout the footprint of the car. Sit in the driver's seat and have someone measure the distance and see how much your weight affects the evenness.

And if it was by design what on earth would be the purpose of having it 1/4 inch off? I think Toyota engineers are brainstorming over more important design issues.

The question is if the opposite is true on RHD cars, or is it the same on both as part of a overcompensation for the weight of the Hybrid Synergy Drive. Remember since there is extra weight over the right front wheel, the spring rate of the suspension will be necessarily higher to keep the car from dodging to the right on bumpy roads. This may make the right side sit a little higher when the car is at rest.

perhaps that's why they don't center the steering wheel on the drivers seat.

Measure ride height differentials from center point of wheel straight up to bottom edge of fender wheel well cut out...comparing front to front and back to back. 1/4" to 1/16" difference is not uncommon and can be attributed to many things...including normal wear.
