I have an issue with my car and may replace the cams and valve springs.
I can get a used set from a 2010 prius with 160k that threw a rod the top of the engine is fine, that being said how can I measure/tell if the springs are within specs to be re-used. Also can anyone recommend the preffered spring compression tool for this job maybe even a how to?

That's pretty difficult for a home DIYer. Automotive engine rebuild shops will typically have a spring pressure tester. Many times, springs get shimmed in order to have the correct open and seated spring pressures. It may be easier to just buy the complete head and install on your car..a Gen 2 head, not Gen 3.

I replaced the haed gasket and replaced the valve seals. I feel I may have over compressed the springs as to why I am dealing with missfire (weak spring)
