Some long while ago, I was working in the national office of a federal agency in
Washington. Budget hearings "on the hill" were typically a tough time. We were
in the midst a real goat roping; we we're trying to answer a lengthy set of probing
questions from the Chariman of our oversight committee. The problem was the
questions had been previously forwarded by a junior member of the committee and
fully answered. However,it was dictated from "the highest levels" that for the
Committe Chariman, the answers had to look totally different, but say the exact
same thing.

I went to a coworker's cubicle for some help. There I saw a fairly accurate, 4"
mallard duck model sitting in a prominant place on the top of the cubicle divider.
I asked what the duck was for.
He replied, "It's our mascot."
Me, "I don't get it."
Him, "It perfectly describes what's going on."
Me, "Huh?"
He turned the duck over...

On the bottom was printed:
ALL FUP DUCK
