That's an experimental PiP with a cap on the port so the electricity doesn't flow out when the plug isn't attached.
Simply incorrect. There must be an inner flap [sic] there in order to prevent water ingress in rainy conditions. Water mixed with electrickery dilutes it and reduces EV range. I suspect a lack of insight into this matter may be why the US's electrickery system is more dilute than the UK's - you have been allowing water to get in and dilute your Volts.
You can look at the bicycle and which side the chain and derailleur is on the bicycle to determine which photo is correct: the first one or the flipped one.
I can't really see details of the derailleur in the pic. However, it looks like the gear cluster is on the wrong side of the wheel? SCH-I535
You can tell by the Leviton charger, the rear wiper and the inside of the gas door that the original pic is not flipped.
