Won't start unless brake pedal all the way to the floor

    I did go to a second Toyota Dealer in Salinas Ca. and they were very helpful. Pedal still goes all the way to the floor when ICE is off but work perfectly when moving. The dealer said everything is working normal.

    OP: you didn't mention if you could hear the brake booster engage when you open the driver's door after you replaced the 12v battery. The noise should go on for a few seconds - especially after the car has been idle for several hours. If you don't hear it, something is still wrong. Also, try a panic stop at about 30 mph on a road with no traffic. You'll know then if you have a brake problem or not.
