Considering the rounding that may be going on, the city to highway difference could just be 2.1mpg for the XLE. A 4.8%(6.8% using the window sticker values) difference from the lower value; the Prius has an 8% difference, and Rav4h has 7.9%.

The engine in the Camry could simply running at a more efficient point during the highway test cycle, than during the city one. A sedan has much better aerodynamics than a SUV, which helps at higher speeds. Then the Camryh is several hundred pounds heavier than the Prius, which will hurt MPG in the stop and go of the city test.

The window sticker numbers have under gone a lot of adjustment from the raw results, and the manufacturer can choose to publish lower results than those on the sticker.
