Dead as a doornail

    OP has three problems.

    1) Needs to read 12V battery w/ a load.
    His method of reading the 12V battery is suspect and/or equipment is suspect too.

    2) Water in battery & spare wheel well.

    Assuming this vehicle has not had any body work done, water will most likely be entering from the roof.
    If any body work was performed, you will have to eliminate poor repair as a contributing factor.
    3) STOP filling the gas, when the auto fill feature on the pump clicks off!
    Many people before you kept adding more gas, resulting in EXPENSIVE problems down the road. The bladder limits the amount of gas you can add, b/c seasonal air temps dictate the bladder's flexibility. Summer time, you'll be able to add more, b/c the warmer air temps, make the bladder more flexible. Winter time, the bladder is stiffer b/c the air temps are colder, thereby reducing the amount you can add.

    Just to add a follow-up. Didn't know I had more responses didn't get an email. Turn out pump was at fault at gas station tried different vehicle it did the same thing.
    No 12 volt was due to positive terminal was not tight enough gave it the usual shake and did not move. didn't realize Prius had a plastic pin holding the back side. Took a grinder and open the pinch gap. Seems to be fine now.
    As to water leak tried some caulk in rain gutter not sure it helped yet. Going to do more research.

    Whats a plastic pin holding the backside? Whats a pinch gap lol?

    Normally you can grab hold of the battery connector and wiggle it hard back and forth to see if it's making good connection but on the Prius they have one of the plastic pins holding the back part of the connector.
    The pinch point is where the bolt goes through the connector it could not close any further so I just clamped it in a vice and took a cut off wheel through the center to enlarge the gap so it pinched the terminal tighter.
