The sound occurs when the AC is running. I believe its the blender door actuator but cold be wrong. I can stop the sound by switching the air flow from recycle to fresh air but it does some back. In the attached video the sound starts at the 10 second mark. Any easy fixes or is it a hard fix?

There are three different actuators for the HVAC. The blender and air outlet actuators are over on the driver's side of the cabinet. From everything in your description, I would be thinking first about the air inlet actuator, since you get a change in the noise when you change the air inlet selection.

That one is more work to get to, but once you do, the solution is almost certainly the same.
